I lead the effort to refund over $2 million to overcharged Yorba Linda Water District (YLWD) citizens while on the Board of Directors. I spearheaded the Municipal Water District of OC (MWDOC) refund of over $3 million in excess reserves to OC cities and water districts.
My unique experience at the local (YLWD) and regional (MWDOC) levels means you’ll get the most knowledgeable representation at the OC Water District (OCWD).
The nation’s first Heli-Hydrant to fight wild fires was installed because as a Board member for the YLWD, I championed this transformational equipment. I currently serve on the Board for the largest water provider in OC, MWDOC, where I represent Yorba Linda, Brea, Placentia, La Habra, Buena Park and La Palma.
My priorities are to ensure plentiful, safe water at a reasonable cost. Your vote will bring my experienced, cost-conscious approach to the Orange County Water District (OCWD).

Ryan has a proven track record of service within our community, was previously named “Community College Trustee of the Year,” and was recognized by his City Council for being an influential community member “whose leadership has played a key role in the city’s history.” He is a past NOCCCD Board President, an Excellence in Trusteeship Program Graduate (Community College League of California), City Commissioner, UC Irvine Program Advisory Board Member, Community Emergency Response Team Member, and has served as a local School Site Council Chairman, PTA Legislative Advocacy Chairman, General Plan Advisory Committee Vice Chairman, and University MBA Program Advisory Council Member.
The NOCCCD oversees the campuses of Fullerton College, Cypress College, and North Orange Continuing Education. As a dedicated husband, father, business professional, lifelong learner, community volunteer, and public servant, Ryan will proudly continue to represent the residents of Yorba Linda, Brea, Placentia, Anaheim, Fullerton, La Habra, and La Habra Heights.
Ryan’s priorities as your Trustee include a strong focus on student success while being fiscally responsible and transparent with your tax dollars. After graduating from NOCCCD’s Fullerton College, he went on to complete a Bachelor’s degree in Business Administration, Master’s in Public Administration (MPA), Master’s in Business Administration (MBA), Post-Master’s in Higher Education Leadership (Ed.S.), is weeks away from completing a Doctorate in Higher Education Administration (Ph.D.), and has Certificates in Finance, Higher Education Leadership, and a Master Certificate in Federal Financial Management (MCFFM).

With over 27 years of experience in business and education, I’m uniquely qualified to serve to be your North Orange County Community College District Trustee. My wife and I are proud parents of three children who attend schools in Northern Orange County.
I have a long history of volunteering for local schools, including soccer, karate, tennis, and track teams with my children. I also served on the Placentia-Yorba Linda Unified School District Equity Committee, and Placentia-Yorba Linda Unified School District Health and Safety Committee. I’m dedicated to our community’s students.

As our new Councilman, I’ll fight to preserve local control against interference from state politicians. Yorba Linda residents - not outsiders - should make housing, development, and planning decisions that affect our neighborhoods.
My priorities include:
Protecting Public Safety: Support our Deputy Sheriffs. Endorse Proposition 36 to reform permissive state laws and stop organized ‘smash and grab’ robberies.
Reducing Homelessness: Support a tough love approach requiring medical treatment for mentally ill and drug-addicted homeless individuals.
Keeping City Hall Accountable: Serve as a Taxpayer Advocate to provide the highest level of public oversight with our tax dollars.
On a personal note, I’m a 42-year resident of Yorba Linda and Esperanza HS graduate. Earned Business Administration degree from CSUF and Master’s from Brandman University. My wife and I are blessed with three children.
As a local businessman, homeowner, and parent leader, I’ve been actively involved in supporting quality education for Yorba Linda youth. Currently serving as Chairman of our Yorba Linda Parks Commission.

Opened the Universal Sports Institute at Parkview to provide additional high-level sports training for our students

Drawn to Placentia by PYLUSD's outstanding schools, my husband, our two children, and I have lived here for eighteen years. As an active parent and community member, I understand the issues that matter most to our families.
As your representative on the PYLUSD Board of Trustees, I will pursue the following:
Ensure safe schools by increasing school resource officers and performing a comprehensive safety and security audit at every school site.
Strengthen parental rights through better defined notification processes. Because of Sacramento’s challenge to local policies, I will support our district’s commitment to parental notification.
Support access to after-school activities, especially for families who may not be aware of their rights. I will champion policies that reduce financial burdens so all students have equal opportunities.

1. YES on JJ brings our city into compliance with California housing laws and prevents Sacramento from suing our city and gaining control of our planning department.
2. YES on JJ will protect all neighborhoods from future 3 & 4 story, high density developments.
3. YES on JJ ensures that the residents of the city will continue to have our voices heard when it comes to zoning and developing future housing.
4. YES on JJ allows the city to maintain local control and takes the power away from Sacramento and out of town developers.
5. YES on JJ prevents developers from claiming Builder’s Remedy and forcing high density projects in all neighborhoods within the city.

An argument In Favor of Measure JJ
We face a critical decision regarding the future of our beautiful city. The State of California has mandated housing numbers for every city, and we must choose: plan it ourselves or leave it to developers. Yorba Linda created a resident working group with members from across the city to address this issue. The plan before you today is their thoughtful, comprehensive solution.
We urge you to vote YES on Measure to maintain local land-use control and protect Yorba Linda's unique character.
A YES vote on Measure JJ will stop State bureaucrats and developers from altering our neighborhoods without our input. By law, Yorba Linda must designate areas for housing, and this measure allows city voters to decide where these units will be placed Remember, cities do not build housing but must zone for it. If Measure JJ fails, the State could impose its own housing plan, bypassing our community's voice. This could lead to costly legal battles and challenges to Measure B, potentially stripping away our right to vote on land-use issues.
A pressing concern is Builder's Remedy. Without an approved housing plan, developers can bypass local zoning rules and increase housing density without our consent. This is already happening in several nearby cities. We must prevent this from occurring in Yorba Linda.
Voting YES on Measure JJ will:
Protect existing open spaces
Maximize local control over housing projects Limit traffic impacts
Preserve the character of single-family neighborhoods Revitalize Savi Ranch's living and shopping experience Safeguard residents' rights to vote on future zoning changes
This measure represents the best possible scenario for preserving Yorba Linda's charm. The choice is clear: either we, the residents, decide our city's future, or developers will dictate it without our approval. Let's make the right decision for our community. Vote VOTE YES on MEASURE JJ !
YORBA LINDA BALLOT MEASURE KK
NO ON MEASURE KK
Measure KK is sponsored by a Los Angeles based developer who wants to build up to 320 High Density housing units on just 9 acres.
Measure KK calls for the building of 4-story apartments and condos in the Bryant Ranch community.
Measure KK will greatly increase an already over-crowded La Palma Ave. in the Bryant Ranch community. Morning traffic backs up almost a mile, and Measure KK would add 1200 additional vehicles each morning to the traffic.
Measure KK will amend city zoning laws to allow high density of 30 units per acre all throughout the city.
Passage of KK would create an even greater evacuation danger for the Bryant Ranch area in the event of a brush fire.
An argument against Measure KK
Please, vote "No" on Measure KK, "Yorba Canyon Community Initiative," that would allow up to 273 high-density, up to four-story high residential units to be built in Bryant Ranch Shopping Center at 23621-23741 La Palma Ave, located in the Easternmost Yorba Linda, with "ministerial" (without review) approval by the City and without adherence to California Environmental Quality Act. Local residents strongly oppose Measure KK due to loss of commercial space needed in Bryant Ranch community, likely overload of utilities and city services, fire hazard, traffic congestion and other detrimental impact on environment and life quality that the Measure will likely cause in that community.
If Measure KK passes, it will allow adding hundreds of new residents and cars to the area thus making traffic congestion that is already heavy on adjacent La Palma Ave and Gypsum Canyon Rd worse, possibly, to the point where it may block the only two evacuation routes from Bryant Ranch and obstruct evacuation of residents in case of future major fire similar to those that erupted in this area in the past.
Moreover, if Measure KK passes, it will allow deployment of mobile homes within Bryant Ranch Shopping Center.
Petition for Measure KK was circulated under misleading name "Yorba Canyon Community" outside Bryant Ranch, so its signatories might have not known that "Yorba Canyon Community" was not an existing community and Yorba Canyon was not a canyon but an "Out of State" LLC company of record filed with California Secretary of State, with a principal address in Los Angeles and initial filing date 10/04/2023, about one month before the petition drive begun, just in time to sponsor signature gathering for said petition.
CAUTION: This Measure is NOT part of the City's Housing Element and has NOT been endorsed or supported by the City.
